The Labourer Pathway is a suitable route for individuals who are looking to begin their career in construction or gain formal recognition for the work they already carry out on site. Labourers play an important role in supporting day-to-day site activity, helping with general duties such as moving materials, preparing work areas, assisting trades, keeping areas tidy, and contributing to a safe and efficient working environment.

This pathway is often a starting point for people who are new to the industry, as well as those who want to build experience before progressing into a specialist trade, plant operations, supervision, or other construction roles.

To follow this route, learners will usually need to complete an approved Level 1 construction health and safety qualification and pass the relevant CITB Health, Safety and Environment test. This can support an application for the Green CSCS Labourer Card, which is commonly required for labouring roles on UK construction sites.

The Plant Operations Pathway is designed for individuals who operate construction plant and machinery as part of their day-to-day role. This route is suitable for workers using equipment such as excavators, dumpers, rollers, telehandlers, forklifts and other types of site machinery.

This pathway is ideal for plant operators who already have site experience and want to gain a recognised qualification that proves their competence. It is also a good progression route for individuals who currently hold a red trained operator card and need to complete the relevant NVQ to move towards a competent operator card.

To follow this pathway, learners would usually complete a Level 2 NVQ in Plant Operations, based on the category of machinery they operate. The qualification confirms that the learner can work safely, productively and competently in a real construction environment.

Once the relevant requirements are met, this pathway can support an application for a Blue CSCS card, showing that the individual has achieved the recognised level of competence for their plant operations role.

This route is ideal for tradespeople such as bricklayers, carpenters, plasterers, painters and decorators, roofers, floor layers, groundworkers, dry liners, and other skilled site-based occupations.

This pathway is designed for people who are already carrying out trade work on site and want to prove they have the knowledge, practical ability, and occupational competence required for their role. It is also a useful route for workers who want to progress from general site work into a recognised skilled trade.

To follow this pathway, learners would usually complete a Level 2 NVQ in their chosen trade occupation. The qualification is assessed through evidence of the learner’s real work activities, showing that they can carry out their trade safely, correctly, and to the required industry standard.

Once the relevant requirements are met, this pathway can support an application for a Blue CSCS Skilled Worker Card, which demonstrates that the individual is qualified and competent in their trade role.

The Skilled Supervisor Pathway is suitable for experienced construction workers who are ready to take on more responsibility on site. This route is ideal for individuals who supervise teams, organise day-to-day work activities, monitor quality, support health and safety standards, and help ensure that work is completed efficiently and correctly.

This pathway is often chosen by skilled tradespeople, working supervisors, chargehands, foremen, team leaders, and others who have progressed from a hands-on role into a supervisory position. It is designed for people who already have practical site experience and are now responsible for guiding others, planning work, checking standards, and helping projects run smoothly.

To follow this pathway, learners would usually complete a Level 3 NVQ in Occupational Work Supervision or another suitable construction-related supervisory qualification. In some site supervision roles, a Level 4 NVQ in Construction Site Supervision may be more appropriate, depending on the responsibilities of the role.

Once the relevant qualification and card requirements are met, this pathway can support an application for a Gold CSCS Supervisor Card, showing that the individual has achieved a recognised level of competence for a supervisory role within construction.

This pathway may suit experienced construction workers who want to move into a health and safety role, supervisors or managers with safety responsibilities, or individuals already working in a safety-focused position who want to gain a recognised qualification to support their career progression.

To follow this pathway, learners would usually complete a construction-related health and safety qualification or NVQ that matches their role and level of responsibility. For those working at a higher level, such as health and safety advisers, coordinators, managers, or consultants, a Level 6 NVQ in Occupational Health and Safety Practice is often a suitable route.

Once the relevant qualification and card requirements are met, this pathway can support an application for the appropriate CSCS card. For senior health and safety roles, a Level 6 NVQ may support progression towards a Black CSCS Manager Card, depending on the individual’s occupation, responsibilities, and the card route selected.

The Management Pathway is suitable for experienced construction professionals who are responsible for leading teams, managing site operations, coordinating projects, and making key decisions that help construction work run safely, efficiently, and to the required standard.

This pathway is ideal for site managers, project managers, contracts managers, construction managers, senior managers, and other professionals who already hold responsibility for planning, organising, monitoring, and delivering construction work. It is also a strong progression route for experienced supervisors who are ready to move into a more senior management position.

For those working at management level, a Level 6 NVQ in Construction Site Management is often a suitable route. This qualification is designed for individuals who manage site activity, oversee teams, control resources, monitor health and safety, and take responsibility for the successful delivery of construction projects.

For those working at a higher strategic level, a Level 7 NVQ in Construction Senior Management may be more appropriate. This route is aimed at senior professionals who have wider responsibility across projects, departments, contracts, business operations, client relationships, commercial decisions, and long-term planning.

Once the correct qualification and card requirements are met, this pathway can support an application for a Black CSCS Manager Card, which demonstrates that the individual has achieved a recognised level of competence for a construction management or senior management role.

Qualification level: Current membership with a CSCS-approved professional body, supported where relevant by qualifications such as a construction-related degree, HNC, HND, CIOB qualification, NEBOSH qualification, or other recognised professional qualification


CSCS card: White CSCS Professionally Qualified Person Card

The Professionally Qualified Pathway is suitable for individuals working in professional, technical, advisory, or specialist roles within the construction industry. This pathway is often chosen by people whose role involves design, planning, surveying, engineering, consultancy, project support, health and safety, commercial management, or other professional construction responsibilities.

To qualify through this pathway, individuals would usually need to hold an accepted professional qualification or professional body membership. This may include qualifications such as a construction-related degree, HNC, HND, CIOB qualification, NEBOSH qualification, or another recognised qualification that supports membership with an approved professional body. In many cases, the key requirement for the professionally qualified route is holding current membership with a CSCS-approved professional body at the required level for the occupation.

Once the correct requirements are met, this pathway can support an application for a White CSCS Professionally Qualified Person Card, showing that the individual is recognised as professionally qualified within their area of construction.
